It's growing when the light is not good enough, which is why it has those skinny tips. Also, it needs a winter rest if you want it to bloom. The cactus is big enough that it should fill that pot with roots before long. Be extra careful with watering for the first year or two - make sure it's really thirsty before you water it. Size of the pot will not present any problems for the plant. Your C. luisramirezii could use more light, though. As shown above it is usually grown as a pendant plant in a hanging basket, unlike the usual C. silvestrii that grows OK in a pot on the stageing. It has no common name but I think "circus peanut" would be a good name.
