A. subulata was my first though too. But my second thought was it isn't. The leaves would be larger and more persistent if it was an A. subulata
Not A. subulata. (I know how A. subulata looks like). Some Cylindropuntia (cholla) for sure

Finally got the ID: Euphorbia taruensis. Couldn't find info about the plant online except that it's from SE Kenya.

Thank you for the lead. Upon further research, it seems most plants identified as Aloe ibitiensis is actually Aloe deltoideodonta var. fallax. I checked and pictures in the net matched mine
