Do you have good sun light during your winters? If I would continue watering in winter, my plants for sure will etiolate. For many species I don't mind allowing them to dry for a month or 5 to 6. Probably depends a bit on the genera. Melocactus will certainly germinate well enough still. And I bet the cryptocarpic Mammillarias too.

But even if they are Fraileas, which apparently lose viability fast, I would still give the seeds a try.

I don't think misting is doing them much good. I water mine every week, every few weeks through winter (but maybe I can increase both up a bit). Mine are about 6 years old. So I hope they will bloom anytime soon too.

Ceraria pygmaea is nice when it is a compact plant. But in cultivation it seems they always like to stretch out.

Don't get too hooked up on the numbers. Just water the plants when the soil is dry. And when in doubt to water, just skip it. Don't just water every two weeks no matter what, if that is what you do. So just have a look how dry the soil is after the most recent soaking. And water when the soil seems ...

A few weeks is nothing. Growing succulents is about patience. Waiting for a succulent to root is just one reason of multiple reasons regarding patience. They are slow plants compared to other plants.
