Please Help me with large Golden Barrel Cactus

Hi,
I'm hoping someone can please help me with a very large Golden Barrel cactus that was given to me. :D
Please see pic,( size 46cm x 36cm)
Just wondering if this is Corking around the base of cacti, or something different?
The base is not soft, very hard :-)

Should i repot her ?

If it's not soft, then it is likely corking but you may want to wait for another member's opinion since I am still an amateur. Also, in my opinion, the pot it's in seems a little small.
