Possible Sick Cacti - Please Assist

Hi There
I have what looks like a sick cacti (I think still new to whole cacti/succulent thing). Please can someone assist me. The white spots seems loose on the plant as I can remove it with my finger but more and more comes back even after removal, the bottom of the plant is also getting darker in grey color and does not seem to go away. Did the last month's bad weather in Mocambique maybe caused this as we had way too much rain and everything is still wet from daily on and off drizzle.

It's not a cactus but a Euphorbia trigona. It has white sap/latex. Can this be the white spots, i.e. could it be bleeding from some kind of insect bites?
It vaguely looks like mealy bugs but they usually don't attack Euphorbias (in my experience). Are the white spots like cotton?

Hi Teo apologies I am really new to all of these types of plants, the white spots are not hard in texture no and light as I can remove them with touch of a finger

OK, look up 'mealybugs' and see if they match. The white fluff would be egg(sacs) - the bugs are greyish and smaller.

OK, I'm not convinced it's mealybugs (just from the pictures) but that's all I can think of.
