What happened here?

Hi everyone. Want to preface this by saying I am having so much trouble with the pictures. Sorry if this doesn't work.
Something is happening to my succulent and I'm concerned. A week ago, he was extremely full and his leaves pointed outward. Now he looks so sparse because his leaves are facing downward. Does anyone know what this could be?

it looks it may have rotted. is the stem mushy and the leaves come off easily?

Oh no!
The leaves on top seem fine, I gently tugged and nothing happened. The leaves on the bottom that have shriveled up pop right off, otherwise the leaves are staying. And sadly I can't even get to the stem, the leaves are really tight on the bottom as that's where they have all gone.
Is there anything I can do to save it?
Also, I recently bought a planter for all of my new succulents to share. Should I keep this one out of the mix?

This is a Sempervivium, it's hardy outdoors in much of Europe without any cold or wet protection.
I don't know where you are, but they are happy with cool (moderate to severe frost isn't a problem) winters. If kept warm, they may try to grow, in which case they need as much light as possible. I'm wondering if yours has been kept rather warm, but in too little light, so it is starting to grow thin and etiolated.

I doubt a tortoise can get that high. It looks wet, did you have a hailstorm?

I would think a bird. The first photo shows a small area of damage. The second one damaged that was caused in iterations. So not a nibble of wide mouth like that of a moose or whatever might be walking around on four legs and at least one meter high.

We had a lot of rain that night, but not any hail to my acknowledge. I've had the cactus there for about 2 years.....1st time I've ever had anything eat it...would a raccoon or something like that eat it?

A lot of animals will eat Opuntia spp. cacti, especially those that do not even have spines. Where I live rabbits, javelinas (small wild pigs), deer, cattle, etc. will feast on that kind of plant.
