Mealybug?

anyone knows if this is mealybugs? I've never encountered them before, the white spots are not moving at all, doesn't look like mealybugs to me, the cactus is happily growing too, as if there were no danger, can anyone confirm if it is harmful? thanks.

Mealy bugs move only when they're first hatched and almost invisible. That could be mealies. Take a needle and see if there are bugs inside of those.
