I read in a book last night that a columnar type cactus cut horizontally through the middle will not only grow roots from the cut off top, but will also produce offsets from the cut area on the already rooted bottom piece. This on a cactus that does not normally give offsets.
Does anyone have experience with this? I figured I would ask for confirmation before I sacrifice one . I don't recall reading that before, which seems odd if it works.

That's definately the case. If you whack a columnar cactus in half, you will get offsets from the top and you will also get offsets around the base (though not always if you root the top.)
This is one of the reasons grafting is so popular. The plants on top of a graft will "bud" like crazy and produce lots of little offsets that can in turn be grafted on another host.
