Trying to figure out what this is. At first I thought it to be rot, but it hasn't spread or gotten worse. Wondering if anyone here can shed some light and tell me if I should be concerned?

You mean the cut area. Its only a cut tubercle,i dont know if it will harm your plant or spread.Ive got a mammilaria with 4 cut tubercles and nothing happened to it other than looking a bit ugly.
When thousands of foes unite, for my ruins plot–
If only You remain by my side, I then fear not!
I live for a hoped union with thee, it is my desired prize–
Or all my moments are spent- in the fright of demise!

It's just a scar from the tubercle being removed at some point and it shouldn't be anything to worry about, other than it being a bit unsightly and as long as it isn't constantly wet, then it won't be a site for any infection to occur at. In short, nothing to worry about. :)
