Hmm, if they where more greenish yellow in color I would say they look very similar to a type of aphid where I live. But I live in North Carolina US. I've never had aphid problems on cacti. They generally would cause problems with leaf bearing plants. But only if they were inside where predatory bug...

It doesn't look like corking. I would assume some sort of pest. I can't say which one for sure. Maybe get a magnifying glass and look for some sort of mite. If it's not soft or squishy then I don't think it's going to die.

If it's a year old it probably will continue to live. I would assume at a year if it wasn't making its own energy it would have died. I have not noticed much of a difference between pteranthus and grandifloras. I have used both. But generally use pteranthus more often since I was able to purchase 100 decent sized rootstocks very cheap so most of my rootstock is pteranthus.

Like the other poster said you want to graft on the newest growth. But the new growth looks too thin. I would wait until you have warm temps where you live where you can bring them outside into natural light and allow the new growth to become thicker.

Hmm to hard to say. I would lean toward over watering. How is the base of the plant? They tend to take on the look. And what kind of soil mix is it in. They do need to dry out between waterings. The only time I would stock shorten would be if I wanted the stock to be buried. Most cacti will not dry out and die in two weeks or so. I never root my cacti in air but it is doable.
