It's tricky. There isn't an agreed upon definition for what a succulent is. Any plant with fleshy parts above ground could be considered a succulent. Sansevieria would be, but I don't think other Dracaenas would be. Some other succulent houseplants not commonly thought of as succulents could include...

Grafting isn’t an option for me I'd suggest taking another look at grafting. Shlumbergera are fairly easy to graft and I think it could be a good option.
