I'm sure Aiko is correct, in that most of the cacti sold from the Netherlands may be raised in the Canary isles (or also mainland Spain), but I'd bet there is at least some large-scale production in the Netherlands.

The Netherlands has large and extremely efficient greenhouse production of a huge range of plants and flowers for sale and food production. Crassula falcata, maybe? A.k.a. : Crassula perfoliata var. minor.
Normally bluer and more compact, if grown in strong light.

Am I close? Yes, I think you are. If it's not P. werneri, it's a very similar looking species. Flowers next year will help the id, as ever. Gymno. baldianum tends to have a naked crown with more angular tubercles, the Parodia crown has a lot of white wool/felt on the new areoles and rounded bumps.

Opuntia subulata is perhaps more likely than (Austrocylindr)opuntia vestita. They look similar and need similar conditions. It needs more light (less heat may help too). Cristate forms will have lots more ribs than normal, there’s no point in using rib counts for an id in this case

Check out Austrocylindropuntia subulata - young plants often don't have any / many spines.
Or maybe one of the other Austrocylindropuntias.
