Looks it is too late. The white stuff between spines looks like a mold. If the body is soft - it is done.
The infection might be caused by artificial flowers attaching. And too much water, a cactus like this doesn't need any water winter time.

These are the risks of online shopping now. In good old times we use to go buying plants to a local grower and seller in person at home and with a real basket. Mostly winter time, and lot of cacti were stored there in cases, some bare-rooted. And beyond the prepared phone order you could always say ...

My Opuntia fragilis has smaller pads and roots easy in spring or summer, not now. They can feel the season somehow, I think. That time roots appeared so strong that pads were pushed out of the ground where I stuck it in before. No problems, pads can wait till spring or some sun will shine on. May be...

I had a similar found at the west end of Anza Borrego Park. E. engelmannii & F. cylindraceus were growing in cracks of the same granite boulder. Who knows, might be spacey enough deep in the cracks...
