Too Small to Root?

I bought an Opuntia with two Echinopsis scopulicola seedlings grafted to it and one broke off in the mail. Is a 1-1/2 inch piece like this too small to root? I have something I can try to graft it to otherwise.

It looks big enough to root. Keep it warm through winter. Is this a seed grown scop?

One of the few cactus lovers in Lebanon (zone 11a) :mrgreen:

Yes it is. And the seller threw in a couple seedlings on their own roots.
