I have a feeling the original owner pulled off the needles, which makes identification a little harder.

Safety first!
My guess is
Austrocylindropuntia verschaffeltii . But this can be also just stunted
A. subulata .
If your cacti mess in your job just forget about the job.

I am OK with any name you like for those dwarfs...
Founded even another match for them: Austrocylindropuntia subulata 'Gumby' (??)
