The best time to plant a cactus is twenty years ago. The second best time is now...
Zone 5a-5b...

You might want to look at your local "super mart" in the produce section. Most big groceries have "nopal" for sale and they will grow as good as any.
All Cacti are succulents, but not all succulents are Cacti
