storing cactus in winter in Nashville, Tennessee

Can you use a shed and put in windows and a heating system. Are there heating blankets or heating lights that will keep the cactus warm enough when it gets 10 degrees F.

There are all sorts of heating techniques. Also a good number of cacti that are happy down to 10F anyway. You can heat the whole greenhouse, or you can just heat areas within such as a bench or an enclosure like a mini-greenhouse. Lights aren't the ideal method for heating because you need most heat at night.

Mostly, putting windows in a shed won't provide enough light to be worth the effort. Maybe if you replaced the whole roof. Better just to leave them in the dark and keep them cool enough that they won't grow. Not all species will like this, but many will. It's possible to provide enough artificial light to at least stop them stretching but quite a significant setup and quite a significant hit on your utility bill.
