Photos in response?

Are we no longer able to post photos in a response to a question or comment? I can't find an icon labeled as such.

Try clicking the "full editor" button, perhaps?

Yes the "Full Editor and Preview" button then brings up an "Attachments" button below your post which if clicked on brings up an "Add Files" button.
