I have Cacti seedling some are 1/2" some are 3/4. When should I repot them?

I find it doesn't matter too much - if they are healthy, most species can be potted up at any time of the year. I find seedlings are often quite forgiving at the sizes you have.
I often leave them be until they are quite overcrowded, but they do grow quicker of thinned out or potted up. If they have sharp, strong spines, or hooked spines, separating them earlier can be a good idea, so they don't puncture each other as they grow, or become entangled in each other so damage to spines happens when separating them.

All the little guys have been moved to another pot. The green mold was taking them over. They are all Echinopsis.

I just replanted some 2-4 month old cactus. Good luck with them.
