Cacti needs to be warm, damp and with good light to germinate. For most species getting them to germinate is easy.

The seedlings are small and grow slowly - for most people, the biggest challenge is keeping the plants alive and growing steadily for the first few months. This involves keeping them more or less constantly damp, but avoiding fungus, rot and pests such as sciarid fly which can devastate the tiny seedlings.

Many growers help get round these problems by using high mineral content growing medium (e.g. containing grit, pumice, perlite etc), and sterilising this for a few minutes in a microwave oven. The seeds are then sown in small posts on the cooled, damp growing medium and keeping them in sealed plastic bags, to keep insects, fungi etc out, and to keep moisture in, so they are never, or only rarely watered in the first few weeks or months. This is known as the "baggie method".

A variation on the baggie method involves sterilised damp growing medium, in sealed plastic tubs or trays.

There are plenty of internet resources on the baggie method for cacti.

Fraileas are normally very quick (less than 7 days) to germinate at a temperature of 20-30deg C during daytimes, a bit cooler overnight. Bright window light, but shaded from direct sun is good. Seedlings are very sensitive to direct sun and will quickly burn. In sealed containers they can overheat and die very quickly in direct sun too.
