Please Help, Euphorbia is rotting

Please Help, Euphorbia is rotting

I think my euphorbia is rotting, I ordered it online about a week ago, and I didn’t notice it then. Now the bottom of my plant is brown and very very slightly mushy. Should I cut off the rotting part or just transfer it to different soil? Thanks
