Mexican Fencepost transplant

I planted this Fence Post when it was 12" tall. Now its apparent that in the next year or so I'm going to need to move him. What would happen if I cut it off at the base/ground level (i.e. will new buds sprout)? Open to other suggestions as to how to deal with it.

I'd try to push it from the wall toward theyard little by little to gain top out from the roof cover and then let it grow freely upward.
Anyway they root wery easily been cut in any part ov the stem.
