Yucca rostrata or Yucca Whipplei. Definitely a Yucca.

I'm not so sure it's a yucca. Was it outside in DC? Then probably yes. If on a greenhouse could be a Furcraea, maybe a young F. Roezlii or maybe bedinghausii.
