I think California has similar climate as mine, we have dry hot summer, and cold wet winter. I keep the plants outdoor under the pergola, just to protect from the frost. It can be challenging during the winter months, but I just let it be, and it survives with lots of flower during warmer months.
I have few different species of Ceropegia, they all grow under the same condition.
I like the unusual shape of their flowers. You might want to try, just give it a bit of protection during winter months. The most common one is the Ceropegia woodii, they are quite cold hardy, smaller but similar flowers.
