Flower Buds???

I have a couple of plants that often develop fuzzy buds that I assume will flower...but they don't. Below are two examples. The first one has never bloomed. The second one bloomed several years ago but that was it. Is there something that I can change too increase the chance of blooms? Thank you for any help.

Plants flower under different conditions. Some required more light, some affected by day length, some affected by day and/or night temperatures. Sometime they form buds, but due to not enough hours under full sun, they stop.
Your plants all look beautiful and healthy.
You can experiment with moving the plants to a different spots, especially during warmer months. It might helps.
