Maybe it's an Oreocereus celsianus

Seems sparsely hairy for Oreocereus celsianus but there are some less hairy species like Oreocereus pseudofossulatus or Oreocereus hendricksenianus

Oreocereus pseudofossulatus sounds right. They all branch from below.
