I think it's a Sulcorebutia, but I'm no sure.

S. steinbachii? taratensis? Better to see with flowers, they flower in very early age.

It has dried-up flowers on it, so it clearly does bloom - just need to be there in the blooming season, probably late spring. S. steinbachii looks likely to me.

According to the LLife Encyclopedia of Cacti S. taratensis is now placed in Rebutia (ex Sulcorebutia) steinbachii.
I would also place the cactus from pictures in S. taratensis, which is extremely variable by itself.
