Bill, there are any number of programs that'll do it. When I'm just re-sizing, I frequently use a free program called IrfanView (
http://www.irfanview.com/ ). It'd be: File/Open, Image/Resize, File/Save As.

All I have to do is figure out how to get an avatar to it's proper size
